Position: Monitoring and Evaluation Manager, Rwanda

We are currently seeking a Monitoring and Evaluation Manager for the anticipated USDA-funded Food for Education project in Rwanda. The project’s primary focus will be to improve the literacy and health and dietary practice of school aged children. The Monitoring and Evaluation Manager Manages monitoring and evaluation (M&E) of the program and the M&E staff. Responsible for the collection, input, analysis, and dissemination of accurate data in order to monitor and evaluate the impact of the project’s activities on its beneficiaries. Guides the technical direction of the M&E approach and strategy. Responsible for all communication and reporting needs for the program. This key position is subject to ACDI/VOCA being awarded the program.


  • Plan, organize, distribute, and coordinate work flow
  • Supervise, train, guide, and advise staff
  • Establish work plans and annual performance goals for each team member, ensuring timely and quality execution of group deliverables
  • Prepare and analyze budgets, prepare financial reports, and make recommendations to HQ on budget expenditures
  • Oversee annual financial audits of program and ensures that sub grantees comply with all audit and financial review requirements
  • Maintain updated information regarding all reporting requirements and financial restrictions
  • Represent ACDI/VOCA effectively to other organizations addressing needs of field staff and briefing and debriefing employees/consultants/volunteer
  • Assist in Program development and proposal preparation as needed
  • Undertake all other duties and projects as may be assigned from time to time


  • Bachelor’s or Master’s degree in economics, statistics, social sciences, international development, sociology, or related field
  • Minimum of five years of experience in M&E management and reporting in international development, including successful report and document writing and process planning.
  • Experience with project evaluations, change management, and in design and facilitation of short- and long-term training programs
  • Demonstrated abilities in data collection, statistical analysis, and reporting using computer-based statistical packages and databases
  • Thorough knowledge of statistics and research methodology, including quantitative and qualitative research methods, tools, techniques
  • Ability to interact clearly and effectively with donors and other organizations. Ability to establish and maintain effective working relationships in a multi-cultural environment
  • Fluency in English and Kinyarwanda required. Fluency in French desirable
