HR, ADMN and Logistics Officer

SCI Rwanda Country Office seeks to hire qualified, committed and experienced nationals to fill the following positions;

POSITION: HR, ADMIN & LOGISTICS OFFICER

This is a Grade 4 position.

PURPOSE OF POSITION:
As a member of the field office management team in Burera, the HR and Admin Officer responsibility for spearheading HR and Administration matters of the Field Office (FO).  The HR and Admin Officer in his/her capacity will be accountable for the provision of effective HR and administration services in both emergencies and development programming contexts at the field office level.

KEY AREAS OF ACCOUNTABILITY:

Human Resource Management
·         Administering the Human Resources function at the field level and provide advice and support to the CP/CRG Programme manager and field staff on application of policies and procedures as well as on other HR related matters
·         Ensuring appropriate and adequate humanitarian HR procedures are implemented at the field office  where appropriate in order to enable rapid emergency scale up
·         Provide ethical guidance / leadership at the field Office in terms of implementation of HR policies and guidelines
·         Ensuring that field staff and Save the Children Partners, and Associates are aware of and adhere to the Child Safeguarding Policies
·         Taking charge of HR record management for all staff and liaise with Country Office team to regularly update staff records
·         Support the HR Manager to ensure that performance reviews are conducted as planned
·         Monitoring and advising on disciplinary matters in accordance with established policies and procedures Administration
·         Providing administrative support in the field office, including the front office functions (general communications, receiving of guests, e-mail, telephone and fax, postage, courier etc)
·         Processing and monitoring the payment of utility bills
·         Facilitating the renewal of agreements for Burera premises
·         Supervises the work of the cleaner and ensures the daily cleanliness of the field office premises & efficient operation of the kitchen
·         Overseeing the overall maintenance of Save the Children office premises, facilities assets and equipment (physical work environment) in Burera field office
·         Supporting the processing of all contracts and leases before forwarding them to the HR and Admin Manager for signature
·         Ensuring compliance with Health and Safety regulations
·         Maintaining a proper filing system and ensuring all important documents are filed accordingly

Logistics Support
·         Support the field office with logistics requests as guided by the Logistics Coordinator
·         Ensure that Save the Children minimum standards and logistics policies are implemented and adhered to in the field office and that the requirements of the donor are also adhered to.
·         Provide advice and support to the programme on logistics whilst providing timely reports
·         Ensure systems in place to monitor pipeline and procurement expenditure on a monthly basis and finance monthly payment projections
·         Carry out any required procurement as per approved guidelines, procedures and forms (Purchase Orders, Goods Received Notes, etc.)
·         Tracking of all vehicles on the fleet, including movement planning and day-to-day allocation.
·         Manage, maintain and ensure repair of vehicles in safe and efficient work order.
·         Ensure that vehicles are checked on a daily basis, and liaise with the Logistics Coordinator to ensure that regular service and maintenance is carried out.
·         Ensure vehicles have current and lawful documentation.
·         Receive travel requests, and maintain trip schedules and Staff Movement Board.

JOB REQUIREMENTS:

  • Degree in Administration / Human Resource
  • Relevant training in Logistics and Procurement
  • Experience in Human Resource, Admin and Logistics
  • Excellent oral and written communication skills in English
  • Strong interpersonal skills with the ability to demonstrate skills in leading a multi- disciplined team through a period of change
  • Analytical, decision making and strategic planning skills and the ability to handle multiple priorities
  • Ability to coach, mentor, delegate appropriately and provide developmental guidance to supervised staff
  • Competent level skills in core IT applications, particularly MS Office
  • A commitment to the values and principles of Save the Children
  • High level of commitment to the principles of development and to the organizational and programmatic goals of  Save the Children
