Legal Advisor

The Eastern Province wishes to recruit employees to the following positions:

Legal Advisor

Legal Advisor shall be responsible for all legal and contractual aspects and issues involving the Institution.

In Particular he/she shall have the following responsibilities:

  •     Keep database of Laws, and Regularations in force;
  •     Help the institution to comply with the Constitution as well as the other relevant laws;
  •     Ensure that the Province's actions in a particular matter are legal before any decision is taken;
  •     Draft provincial Directives, instructions, and deliver legal opinions;
  •     Propose necessary amendments to provincial directives and instructions;
  •     Review and advise on the legality of the Procurement process and documents before contracts are signed;
  •     Review contracts including tender documents, Labor contracts involving the institution;
  •     Assist the Province in contract negotiations;
  •     Research from relevant materials, and cite specific laws to help explain a law or a situation in the institution;
  •     Provide legal advice to management and staff on legal matters;
  •     Assist the management in understanding legal and contractual risks and mitigate those risks;
  •     Advice management on the validity and conformity of  procedures with the standing/applicable laws and regulations and seek for legal texts related to these requireds;
  •     Monitor the implementation of applicable laws, institutions and procedures;
  •     Collaborate and support his/her counterparts in Local decentralized entities such as Districts;
  •     So- Make periodical activity reports;
  •     Deal with population disputes;
  •     Respond to the District council resolutions;
  •     Regular updates on the new Laws in place;
  •     Perform any other duties assigned by the authority.

A0 in Law with 3 years    of working experience  or Master's Degree in Law with 1 year of working experience.

Key technical skills and knowledge required

  •     Deep knowledge of Rwandan Laws;
  •     Deep knowledge of Rwandan public service and labor law;
  •     Deep knowledge of the Rwandan Local Government
  •     Administrative Entities;
  •     High analytical and problem solving skills;
  •     Legal research and analysis in complex areas of Law;
  •     Knowledge of substantive
  •     Law and Legal Procedures;
  •     Decision making skills;
  •     Experience in contract drafting and negotiation;
  •     Excellent communication skills;
  •     Very effective organization skills;
  •     Advisory skills;
  •     Computer skills.
  •     High level of communication ability with good command of Kinyarwanda, English and/or French.
  •     Ability to maintain positive relations with stakeholders.
