Action Aid International Rwanda (AAIR) is a country programme of ActionAid International (AAI) – an anti-poverty agency working with poor, voiceless people, communities and similar-minded partners worldwide.  ActionAid is a non-partisan, non-religious development organisation that has been working in Rwanda as a full Country Programme since 1997 to contribute towards eradication of poverty and injustices with a focus on tackling the root causes of poverty. The organisation is primarily concerned with the promotion and defence of economic, social, cultural, civil and political human rights. AAIR  has very strong commitment to supporting delivery of Governement programmes  and strategies including EDPRS and Vision 2020.

ActionAid International Rwanda is implementing its five year strategic plan since 2013 to 2017 and undergoing a Management Development Process for better effectiveness and efficiency to deliver on its mandate to the people of Rwanda at the community and district level and at National level for policy influence and Advocacy.

AAIR is seeking applications from well qualified and self-motivated persons to fill the position of Program Quality Coordinator


The post holder will be responsible for advisory, motivating and supporting the Team to plan and manage activities aimed at achieving the goals and objectives of the AAIR.  The Programme Quality Coordinator (PQC) would also contribute to the overall development of the AAIR programme and its partners. The PQC will support the linkage between the AAIR Programme and AAIR Team and the other units of AAIR (such as Finance, Admin, HROE, etc…) and partner organisations and agencies that the Team would collaborate with.

The post-holder will be responsible for partnering in developing direction for the Team within the Global and CSP framework. The PQC improve the implementation and compliance to the international and Country Strategy papers in line with the planning systems of AAIR; lead  capacity building in M&E systems to enhance programme quality and accountability to AAIR’s primary stakeholders.

The position holder shall report to the Head of Programs and Policy who shall also be the immediate Supervisor.

    2.      Key Strategic Objectives:

    Development, implementation and monitoring of AAIR Monitoring and evaluation framework.
    Coordinating Capacity building and support of AAIR partners, rights holders and AAIR staff in developing effective monitoring and evaluation systems
    Documentation of AAIR programmes and initiatives at different levels,  including documentation of significant stories of change for sharing with the AAI community
    Networking and representation of AAIR Country Programme  in program Quality & Monitoring  forums both at national, Regional and International level;
    Support in Program teams to ensure effective implementation and evaluations of  planned activities to raise the CP’s profile;
    Be a custodian of Impact Assessment and Shared Learning to enhance the organisational development.

 3.      Principal Accountabilities

Supporting Development, implementation and monitoring of the AAIR Program Strategy and plans;

    Actively support the development/reviews/revision of strategic plans for AAIR work within the framework of the Country Strategy Paper and other ActionAid strategies and frameworks.
    Support the development of longer term plans for the AAIR Programme within the context of the overall programme/Project
    Derive 3-year plans for the AAIR programme for inclusion in the rolling CP 3-year plans.  Ensure the timely and proper execution of planned activities. 
    Ensure the capturing of all experiences and best practice of our work in AAIR Programme.  Share this in accordance with AAIR Sharing and Learning policies both for informing within the organisation and among its partners but also to serve as a basis for programme design, development and management.
    Lead the Team of AAIR in providing support to partners to refine the community level programme design and/or redesign as the case may be and in the use of participatory methodologies and their adaptation.
    Contribute to policy briefs and media strategies that inform stakeholders about the policy positions of Actionaid and partners

Supporting learning and sharing of information both at Local, National and International level.

    Provide technical support to programme and thematic teams to ensure proper capturing of changes resulting from our work and proper documentation of all programmes processes for sharing purposes.
    Support organisation to become a learning organisation by leading the development of a knowledge management team;
    Liaise with HoPP, other members, communications, IT and with HR/OE to define and coordinate research and documentation priorities.
    Manage and/or collaborate in research projects that contribute to organisation’s learning
    Participate and /or lead PRRPs and prepare Knowledge and Learning Reports.

Capacity building and support of AAIR partners, rights holders and AAIR staff in developing effective communication strategies and activities

    Developing and implementing through Monitoring the capacity building plans for AAIR staff and Partners
    Carryout capacity building in M&E concepts, HRBA, Advocacy, for both AAIR staff and partners and actively participate and contribute to CP’s periodic annual planning & budgeting.
    Training, mentoring and coaching of AAIR partner organisations and AAI Staff in developing Monitoring and evaluations systems and frameworks, monitoring tools, on-going monitoring processes, Program/project mid-term/year and final evaluations.

Ensuring program accountability and quality assurance through process and implementation of CS plans

    Participate and contribute to strategic decision making through CMT
    Track institutional/Programmes objectives against goals, outcomes, and organisational objectives;
    Contributing to the compilation of significant stories of change and testimonies from rights holders (Women, children, youth and other people living in poverty), partners and other stakeholders of the programme.
    Networking and representation of AAIR Country Programme In program Quality & Monitoring forums both at national, Regional and International.

Support AAIR teams of the work of AAIR

    Support resource mobilization efforts and support in evaluating of contract management processes of donor funded projects as per planned objectives.
    Support partner identification, appraisal and capacity building processes.
    Ensure synergy between Alps, the GMF and local M&E framework.
    Support Sponsorship team to fast track sponsorship strategies and their effects on schools, communities and children;
    Contribution to Fundraising by engaging in Proposal processes as required
    Review and suggest improvements to newly designed project/programmes;

Human Resources, Organisational effectiveness and other duties as delegated by Management

    Co-facilitation of partnership assessments, appraisals, baselines, LRP and National PRRPs
    Contributes to appraisals of LRP and sponsorship staff by proving necessary feedback on their performance;

Under the supervision of the Head of Programs and Policy, the Program Quality Coordinator shall also work closely with the following teams:

    Head of Programmes, Programme staff, Fundraising and Sponsorship staff
    Country Director, SMT, CMT and other AAIR Staff, including People for Change personnel when present
    Program Quality  Staff in other AAI Country programmes and AAI IS
    Rights Holders, Partner Staff, Board members and communities being served by the partners
    Resource Persons, Consultants and Facilitators appointed by AAIR and partners

External Contacts

    Local authorities, Community leaders, Government Departments/Ministries, Parliamentarians, Politicians in areas or districts where AAIR partners are operating and at National level.
        Other likeminded organizations including local and international NGOs and other civil society groups, UN and donor agencies.

Required qualification and experience:


    A Bachelor’s degree gained from a recognised College or University i.e. either in Management, Human Resources Management, Economics, Social Sciences or Development Studies


    At least 3-5 years of practical experience working in Monitoring & Evaluation or Program Quality role.
    Having the experience of working in an NGO set up would be an advantage.

 Other requirements and competences;

    Strong command in oral and written English and Kinyarwanda as well as a working Knowledge of French.
    High skills level in using different Computer software packages for producing various reports
    Leadership skills and ability to make quality presentations;
    High Interpersonal skills;
    Ability and willingness to work with vulnerable and poor;
