Job Title: Financial Analyst
Reports to: Finance Director
Location: Rwinkwavu, Kayonza

Partners In Health (PIH) is a nonprofit organization headquartered in Boston, MA, whose mission is to provide quality health care for the poor and marginalized in Haiti, Rwanda, Lesotho, Malawi, Peru, Mexico, Russia, Dominican Republic, and Navajo Nation. Through service delivery, training, advocacy and research, PIH works around the globe to bring the benefits of modern medical science to those most in need of it, to serve as an antidote to despair, and inspire others to do the same.



In 2005, PIH and its Rwandan sister organization, Inshuti Mu Buzima (IMB), began working in partnership with the Government of Rwanda to address the critical HIV/AIDS epidemic afflicting the population and to comprehensively strengthen the public health system in rural, underserved districts in Rwanda. Since then, this collaboration has implemented a comprehensive district-level health systems strengthening intervention built on strong monitoring and evaluation systems. This intervention was designed to provide ongoing feedback to programs to improve service delivery in rural parts of the country. A key component of the intervention was a decentralized quality improvement intervention at health centers which has been informed by these monitoring and evaluation systems. Today, we serve three districts with a total catchment of roughly 800,000, and are building on these lessons to expand services from HIV to oncology.

General Purpose:
The Financial Analyst is responsible for accurately coding all expenditures and posting all transactions into the accounting system. He is responsible to provide timely and accurate information necessary to produce financial reports and insure appropriate accounting control procedures.

Specific Responsibilities:

1.    Financial Tracking and Reporting

    Keep track of all revenues and expenditures by Serenic dimensions
    Insure that concerned Petty cash holders are submitting their Excel template on weekly basis
    Record and import transaction into Serenic on weekly basis with accurate up to date balances available at all times.
    Reconcile all banks, IMB main bank and joint bank accounts, into the financial system and submit them to the Finance Director for review and sign off
    Assist the Finance Director with the production of complete quarterly and annual financial reports. These reports include:

    Complete electronic summaries of bank statements for all accounts held by PIH in Rwanda.
    All floating checks and outstanding payments documented quarterly.
    Complete statement of expenditures for all programs in Rwanda.
    Work with PIH Finance team in Rwanda to produce monthly or quarterly statement of expenditures for all Rwanda Francs and USD expenses.

    Insure that all expenses are allocated to the appropriate dimension paying special attention to expenses that need to be shared between various funds.
    Insure that all necessary re classes areposted into the system in a timely fashion.
    Compile and analyze financial information to prepare financial statements including monthly and annual accounts
    Ensure financial records are maintained in compliance with IMB policies and procedures
    Ensure all financial reporting deadlines are met. Provide required weekly & monthly financial reports by specified deadlines to the Finance Director or the CFO.
    Ensure accurate and timely monthly, quarterly and year end close
    Resolve accounting discrepancies and irregularities
    Continuous management and support of budget and forecast activities
    Ensure accurate and appropriate recording and analysis of revenues and expenses
    Participate in the preparation of the finance department policies and procedures
    Participate in the development of the finance department systems and their implementation
    Prepare her/his own annual/monthly activity plan based on the finance department annual activity plan/goals and track it and update it frequently to meet the department overall activity plan/goals



2. Working Relationships:

    Maintain regular contact with District finance team and assure proper reporting and collection of monthly expenditure reports from individual sites and different projects/programs.
    Maintain regular contact with Boston Finance team to insure that all issues related to the usage of serenic are solved in a timely fashion.
    On a monthly basis, send financial reports to budget managers and insure that everyone has reviewed and given the feedback

3. Budget and Funds/Grants follow-up:

    Actively participate in IMB’s annual budget process by compiling budget templates from different budget holders
    Carry out monthly budgetary follow-up, analyzing variances and monthly reporting to the budget managers.
    Suggesting monthly budget updates to the Finance Director and CFO with comments according to the program implementation progress.
    Assist in reviewing all fund/grant budgets and verifying financial statements

Perform other duties that may be assigned from time to time by the line manager.

Education and Experience
  •     Accounting degree or equivalent
  •     Knowledge of accepted accounting practices and principles
  •     Knowledge of auditing practices and principles
  •     Knowledge and experience with accounting software. Knowledge of Serenic is an advantage
  •     Usually a minimum of 3 years experience in the management of financial systems and budgets, financial reporting, financial data analysis, auditing, taxation and providing financial advice
