MCSP Rwanda seeks candidates for the positions below. The Maternal and Child

Survival Program (MCSP) is a global, USAID Cooperative Agreement operating in 24 high priority countries. The Program is focused on ensuring that all women, newborns and children most in need have equitable access to quality health care services to save lives. Rwanda’s MCSP program, Ending Preventable Child and Maternal Deaths (EPCMD), aims to reduce child and maternal mortality through increased coverage and utilization of high-impact low cost reproductive, maternal, newborn, and child health (RMNCH) interventions and innovative new approaches and to strengthen the capacity of the Ministry of Health to manage and scale up high-impact RMNCH interventions.

Monitoring and Evaluation Director
will provide technical leadership and strategic direction for MCSP’s M&E activities, frameworks, plans and indicators to capture project performance results and provide effective, accurate and timely monitoring, evaluation and reporting of all project activities. The M&E Director will work closely with the M&E team to design, implement and supervise MCSP M&E activities, ensuring that lessons learned are integrated into program implementation to continuously improve quality of interventions and outcomes. Qualifications: Advanced degree in public health, demography, statistics, social sciences or related field or equivalent experience; Minimum seven years of work experience in monitoring and evaluating health and/or development projects; Minimum seven years direct work experience in Rwanda or another East or Southern African Nation as a senior expert in M&E in the health sector; proven expertise in quantitative and qualitative methodologies, operations research, health management information systems, reporting, data quality assessments, data analysis and presentation; understanding of USAID framework and reporting system; and familiarity with Rwanda’s health management information system or other national M&E systems.
