Director of Finance and Administration

DAI is seeking applications for the position of Finance and Administration Director for the USAID-funded Human and Institutional Capacity Development Project in Rwanda (HICD-R). HICD/R is a USAID-funded project designed to improve the performance of selected Government of Rwanda institutions and Civil Society Organizations using Human and Institutional Capacity Development (HICD) methodologies.

The Finance and Administration Director (FAD) will be based in Kigali and will be responsible for the overall financial and administration activities of the HICD-R project, including but not limited to overseeing monthly expenses reporting, all financial reporting to Rwandan Government Authorities required by law, payroll administration and administration of other account payable or receivable, monitoring the project bank account(s) and petty cash administration.

Key Responsibilities
    Directs all head office expenditures, assuring that costs are allowable, reasonable, and provided for in the approved Work Plan, and that payments are made promptly.
    Verifies the monthly financial statements for the submission to home office, including expenses, receivables and payables, and other reporting requirements, and liaises with DAI home office on all financial and administrative matters.
    Implements, consolidates and monitors cost-effective and efficient systems including FAS-Field Accounting System and procedures with strong internal controls, and makes appropriate recommendations for improvement when necessary.
    Coordinates with the projection of monthly, quarterly and annual expenditures including accruals and ETCs.
    Prepares pipeline estimates and estimates of activity funding balance.
    Coordinates projection of cash requirements, monitor cash flow to maintain appropriate cash balances.
    Supervises the IT officer, Senior Accountant and Administrative Assistant.
    Review financial records, procedures and systems of sub-contractors to ensure all transactions meet internal regulations.
    Maintain good relations with the Rwanda Revenue Authorities, Rwanda Social Security Board and HICD-R project partners.
    Coordinates internal and external audits as needed
    Supervises monthly payroll and payments of related Government taxes, liabilities and other personnel-related obligations.
    Maintains Human and Personnel and Consultant records
    Draft Independent Consultant agreements and conducts Salary verification for Electronic Biodata 1420 forms
    In collaboration with the IT Officer, supervise day to day TAMIS management.

Qualifications and skills

-       Advanced degree in Finance, Accounting or related field
-       Five years of relevant professional experience
-       At least two years of management experience
-       Experience in working human resource management issues
-       Business-level fluency in English (written and verbal)
-       Excellent communication and presentation skills
-       Kinyarwanda a plus
-       Rwandan citizenship
