The Media High Council is an independent public institution; it is looking for experienced, self motivated and hard working employee to fill the position of Planning, Monitoring & Evaluation Officer

A0 in Management, Economics, Development studies, Project Management

Key Technical Skills and Knowledge required
- Knowledge of monitoring and evaluation concepts, systems and tools;
- Knowledge of Research and policies development and strategies;
- Knowledge to conduct monitoring exercises;
- Computer skills;
- Organizational Skills;
- Communication skills;
- High analytical skills;
- Complex problem solving;
- Time management skills;
- Team working skills;
- Fluent in Kinyarwanda, English and French; knowledge of all is an advantage

Job Description
- Consolidate action plans for the MHC and assess their implementation;
- Draft periodical activity reports basing on institutional achievements;
- Follow up the implementation and internal evaluation of institutional performance contracts;
- Advise MHC on policies and strategies towards media capacity building in reference to Vision 2020, MDGs, EDPRS II and Government retreats;
- Ensure the proper utilization of MHC budget;
- Engage MHC in partnerships for the media sector development;
- Propose gender mainstreaming strategies for media development;
- Develop a M&E plan of MHC institutional activities;
- Monitor the implementation of MHC activities;
- Evaluate the impact of MHC activities;
- Perform any other task assigned by the MHC authorities.
