Learning, Impact and Accountability Manager

Role overview
Provide leadership for the development and adaptation of appropriate core programmes standards and processes for effective strategic and performance management
• Work closely with the programme managers, volunteers and partners to ensure compliance with the established M&E standards and processes
• Collaborate with programme staff, volunteers and partners on implementation of M&E plans including data management, data cleaning, analysis and learning mechanisms; refine these systems based on lessons learned.
• Develop and continually update an M&E manual to ensure all M&E related processes, documents and tools are organized, up-to-date, and accessible by all.
• Ensure the consistency of tools and indicators across all the projects and programmes as appropriate
• Lead and manage the effective use of the IMPACT system as the main means of operationalization of our M&E system for timely and effective decision making

M&E Management and Assurance

• Lead the development and coordinate the implementation of assurance verification mechanisms and ensuring that programme managers, volunteers and partners meet the agreed standards of accountability as requited by the M&E framework and policies and any donor contract
• Coordinate the implementation of projects/programne evaluations/assessments/surveys such as baseline and annual surveys, mid-term and final evaluations, and special studies and operations research.
• Collaborate with the Head of Programmes and CD to communicate evaluation findings to key stakeholders. Communications should be tailored to the needs of various audiences.
• Lead the implementation of data quality controls and annual data quality assessments to ensure the integrity of project data.
• Conduct field monitoring visits events frequently with project teams and implementing partners.
• Provide overall leadership on the overall planning, monitoring and reporting including for donor contract

Capacity development and learning

• Organize and undertake M&E related capacity building activities such as trainings, workshops and other visits for learning for Programme Managers, Volunteers and Partners
• Work closely with the Programme team to utilize the information from the M&E analysis to develop focused support for quality programming or research initiatives
• Ensure that M&E plans and tools are regularly reviewed and accordingly adjusted in the light of the changes in the projects and programmes based on M&E data and reflection sessions

People Management
• Effectively line manage and coach the team members, ensuring a shared vision, team work, effective communication, active engagement, transparent and participatory yet productive decision-making and management approaches
• Support the Country Director to instigate structural reform within the Rwanda Programme, focusing on changes to the Programmes Team (including, where necessary, supporting the recruitment of new staff).
• Be part of the Senior Management Team and deputise for the CD when necessary
