Communications Manager

World Vision International (Rwanda) is a child focused Christian humanitarian organization implementing development programs in 15 Districts of Rwanda.

World Vision seeks to hire a highly qualified, dedicated and experienced national for the position of Communications Manager. This position will be based at the WVR head Office, Kacyiru, Kigali and reporting to the National Director.

 Purpose of the position:
To develop and implement a communications strategy designed to meet the marketing and communications needs of a WVR National Office program and the World Vision Partnership as a whole, enabling the National Office to pro-actively engage all stakeholders (both internal and external) to increase their awareness and understanding of the needs of affected children, families and communities and WV National Office’s response and impact.

The major responsibilities:

  1. Advice and support the National Director in his/her leadership and engagement on matters related to communications.
  2. Lead the production and timely submission of high quality communications resources such as photos, videos, situation reports, and newsletters, annual reports to relevant facts & data to Support and Partnership offices and other key stakeholders.
  3. Advise Support Offices, the Global Centre, and Regional Office on national office context and appropriate messaging and positioning related to WVR program
  4. Promote a culture of communication in the organisation through engaging staff using internal communication channels
  5. Support the National Office by managing/coordinating all communications including handling media inquiries, facilitating field visits, preparing press statements and arranging press conference.
  6. Review and consolidate information in preparing public statement to media during complex Humanitarian Emergencies or during crises where WV’s operation is significantly affected.
  7. Identify sensitive media issues that can affect WV and work with the Regional Advisor to support senior leadership in responding.
  8. Support and ensure that all communications to various stakeholders, media and public are aligned to WV brand.
  9. Liaise media requests and potential donors to National office as required
  10. Develop and maintain good working relationships with external stakeholders such as media, donors, government, policy makers, partners and audiences to enhance World Vision’s credibility and influence in promotion of children’s rights
  11. Serve as the WV Spokesperson where required and as sanctioned by the National Director representing the WV National Office in communications with line ministries and media.
  12. Contribute to the development of national office’s strategy providing expertise relating to communications.
  13. Provide technical communication support to other World Vision Rwanda divisions, departments and projects in the production of publications in line with WV Communication Policy
  14. Regularly updating the World Vision Rwanda website, face book and twitter accounts
  15. Playing a leading role in organizing World Vision’s major events
  16. Prepare budget, operating plans and management reports for the department
  17. Do any other duties as assigned by the supervisor



Qualifications:  Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  1. A degree in Mass Communication/Journalism/Public Relations
  2. At least five years’ experience in a busy NGO.
  3. Knowledge of relevant computer/publishing programs( In design, Photo shop, Microsoft word)
  4. Excellent Knowledge of photography, video editing and production on development programmes.
  5. Very fluent in spoken English
  6. Strong English writing skills
  7. Energetic, smart and creative worker.
  8. Cultural sensitivity to represent World Vision Rwanda in local and international contexts.
  9. Commitment to the Vision and Mission of World Vision

Other Competencies/Attributes:

  • Computer literate
  • Must be a committed Christian, able to stand above denominational diversities
  • Attend and participate/lead in daily devotions and weekly Chapel services
  • Perform other duties as required

Work environment:  
Office-based with frequent travel to the field
