Director of Technical support unit

The Road Maintenance Fund (RMF) hereby invites qualified, experienced, self-motivated and hardworking candidates to apply for the following stipulated positions:

Job Title: Director of Technical support unit

Job description:
  1. Coordination ofthe activities ofthe technical support unit in the fulfillment of the assigned duties Inspection of road maintenance works
  2. Proper analysis and verification of costs involved in maintenance of roads
  3. Proper filing of all tender documents and contracts for programs and projects funded by Road Maintenance Fund
  4. Preparation of annual action plan for both RTDA and City of Kigali and continuous update throughout the year
  5. Submission of progress reports for projects funded by the Road Maintenance Fund
  6. Verification of invoices from contractors to certify payment and ensure that there is no overpayment
  7. Regular reporting on the activities carried out by Technical Support Unit
  8. Follow up on reporting of districts and ensuring that transfers are done timely for routine
  9. Maintenance of National roads and District roads class one as well as filing of the submitted reports
  10. Carry out regular evaluation of the staff of the Technical Support unit
  11. Advising RMF Management on the available budget for road maintenance projects as well as ensuring that RMF budget on the projects is within the acceptable limits
  12. Represent accordingly and efficiently Road Maintenance Fund in meeting and any other activities as may be required.
  13. Perform any other officials duties that may be assigned by the supervisor.

Qualification, Skills and experience required
  1. Master’s degree in Civil engineering ,Transportation engineering and economics, Construction  management and Road safety management or 
  2. Bachelor’s degree in civil engineering and environmental studies (Road infrastructure),Construction and road safety management 
  3. with experience of six years in monitoring and evaluation of works.

Key technical skills and knowledge required.
  1. Deep understanding on government policies implementation
  2. High analytical skills;
  3. Coordination ,Planning and organizational skills
  4. Report writing and presentation skills
  5. Computer Literate Interpersonal skills
  6. Effective communication skills
  7. Administrative skills
  8. Time management skills
  9. Team working skills
  10. Fluent in Kinyarwanda, English and/or French; Knowledge of all is an advantage.
