EDC Rwanda Communications Manager

Position Description

EDC Rwanda is seeking a Communications Manager who willdevelop a plan to guide internal and external communication protocols, application of marking and branding rules and regulations (as stipulated by EDC and supporting donor organizations). The communications manager will support EDC’s Akazi Kanoze 2 project and Huguka Dukore project, as well as new EDC Rwanda projects that may be developed in the near future.

EDC Rwanda Projects description: The Akazi Kanoze 2 project is a scale-up of the Akazi Kanoze: Youth Livelihoods Project, funded by USAID and implemented by Education Development Center, Inc. (EDC). Akazi Kanoze 2 provides youth with market-relevant life and work readiness training and support, hands-on training opportunities, and links into the employment and self-employment job market. Akazi Kanoze 2 aims at the institutionalization of the Work Readiness and School to Work Transition in the Rwanda formal secondary school – TVET and high school so to equip graduates with necessary skills that enable them to gain a meaningful transition.

Huguka Dukore (HD) is a 5-year project (2017-2021) funded by USAID. The Huguka Dukore activity will provide 40,000 vulnerable youth – 36,000 new youth and 4,000 Akazi Kanoze alumni – with employability skills by scaling up successfully proven Akazi Kanoze interventions, across 19 (of 30 total) districts countrywide, using a series of inclusive innovations that will invite more youth to participate in Rwanda’s historic transformation, particularly women and youth with disabilities. Recognizing the diversity of youth backgrounds and goals, we will offer multiple program pathways including, i) employment preparation; ii) individual and cooperative youth microenterprise start-up; iii) business development for existing microenterprises; and iv) continuation onto additional formal TVET training.

Job Responsibilities
The Communications Manager is based in Kigali. She/he will work very closely with AK2 and HD staff and external stakeholders and have overall responsibility for managing the communications of the projects’ activities and events. She/he will create a branding and communications strategy, work with a designer to standardize all of the branding templates, produce communications materials, maintain an active social media presence for both projects, liaise with media and public sector, improve internal and external communications of EDC’s work in Rwanda, and build the communications capacity of EDC staff and local implementing partners.

In close coordination with the EDC Rwanda Country Director, the Communications manager’s specific responsibilities will include, but are not limited to:

Essential functions include [but are not limited to]:

  • Develop a communication strategy for EDC Rwanda with AK2 and HD as sub-brands;
  • Develop a branding strategy for EDC Rwanda;
  • Train EDC Rwanda staff and implementing partners on the communications and branding strategies and ensure their compliance;
  • Support Akazi Kanoze Access in the development and implementation of their communications strategy;
  • Manage the internal and external communications for a smooth branding transition from Akazi Kanoze to Akazi Kanoze Access and Huguka Dukore;
  • Provide communications input to EDC for AK2 and HD reporting documents such as quarterly and annual reports, and presentations with an emphasis on incorporating info graphics,
  • Social media management - develop a strategy and actively manage the EDC Rwanda social media accounts;
  • Materials development:
  • Write and produce print materials—incorporating info graphics, including: brochures, success stories, information sheets, banners, posters, press releases and articles on the projects;
  • Develop and circulate bi-annual project newsletters/updates;
  • Develop/produce audio and video materials
  • Travel as needed to field sites to gather information and photos for success stories and other promotional materials, collect permission forms as needed
  • Event Planning:
  • Develop and schedule public events to promote the projects at different venues;
  • In collaboration with AK2 and HD Staff, organize project milestone events (e.g. launch event of HD and the close-out event of AK2);
  • Liaise with the Rwandan media and ensure that AK2 and HD are promoted;
  • Link with the private sector to promote program goals and set medium to long-term strategy partnerships towards increasing gainful employment for youth;
  • Link with public sector partners to promote EDC’s work, project goals, and a long-term collaboration with the Government of Rwanda;
  • Liaise with EDC head office on the development of publicity materials;
  • Organization of information and communications resources for EDC Rwanda including a photo archive, consent forms etc.;
  • Any other task as assigned by supervisor.

Qualifications and Requirements:

  • A Bachelor degree in communications, library sciences or other related field;
  • Strong interest in learning about EDC’s youth workforce development programming
  • At least five years of relevant experience in marketing, communications, journalism, public relations or related disciplines;
  • Proven experience in developing and implementing a successful communications strategy in Rwanda;
  • Experience in training others on communications and branding;
  • Excellent communication, writing skills, and teamwork;
  • Fluency in English and Kinyarwanda.
