Job Content

  • Responsible for booking and reconciliation of customer billing

Educational level

Required level of experience

  • Good oral presentation, writing, and reporting skills are highly desirable.
  • Very good knowledge and a strong understanding of the Rwandan Laws and Regulations, IFRSs and GAAP is highly desirable. Must have excellent computer skills with respect to the Microsoft Office Suite

Wash Facilitator at ARC Rwanda


ARC is looking for several qualified, self-driven and committed individuals - for the position of  Wash Facilitator (2 positions) to be based full time in Kiziba Refugee Camp in Karongi District, Gihembe Refugee Camp in Gicumbi District respectively.

PRIMARY PURPOSE

Key responsibilities:

  • Facilitate the Training of Trainers for the Community Based Environmental Health Promotion Program model and lead the rollout of the latter at village level.
  • With a strong and routine partnership with different stakeholders that include refugee communities, health partners, assess, identify and analyze WASH problems, views, feelings and needs of the community to propose/design possible solutions most importantly focusing on community mobilization in solving the problems.
  • Strengthen capacity of hygiene club members (hygiene promoters) to effectively promote the sanitation and hygiene best practices at household level.
  • In collaboration with Hygiene Promoters, support communities to organize themselves for effective implementation of the CBEHPP model.
  • Organize the community to ensure the sustainability of sanitation and hygiene promotion interventions through local ownership.
  • Monitor the implementation of the CBEHPP model and document the promising practices and lessons learnt to inform future WASH programing
  • Promote major cross-cutting themes including environment, gender, and protection, disability to ensure that all refugee communities and families are participating in the hygiene promotion activities at household level.
  • Create networking and partnership with relevant partners to enhance sanitation and hygiene promotion at household level.
  • Engage in the preparation, designing and contextualization of appropriate guidelines, training manuals and standards, educational materials and promotional tools for sanitation and hygiene promotion activities.
  • Facilitate WASH committee meetings and stress the need of community mobilization in solving the sanitation and hygiene problems.
  • Carry out assessments related to WASH especially the KAP survey and share results for advocating and leverage the existing resources within the refugee camp to develop WASH sector.
  • Produce weekly/monthly and quarterly progress reports
  • Ensures all the activities planned are done within the stipulated time and budget.
  • Perform any other duties assigned by the supervisor, or any other ARC Senior Manager



EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED:

  • Minimum of Bachelor’s degree in Environmental Health or Public health from a recognized university.
  • At least 5 years of experience in implementing hygiene promotion activities preferably in the refugee camps and previous experience in Rwanda.
  • Demonstrated advanced knowledge of the Community Based Environmental Health Promotion Program (CBEHPP) approach and the Rwanda Ministry of health protocols and guidelines on WASH especially hygiene promotion.
  • Strong community engagement skills
  • Strong report writing skills
  • Experience in Monitoring and Evaluation of WASH-related projects,
  • Excellent English writing skills, Kinyarwanda is also required,
  • Excellent Organizational, administrative and management  skills,

Maintenance Technician at MeshPower Rwanda


MeshPower is an exciting new company developing and implementing innovative solutions to the problem of rural electrification. MeshPower develops and operates mini electricity grids in Rwanda. As Maintenance Technician within MeshPower’s Technical/Engineering Team you will be responsible to make repairs to solar systems (mini-grids, customer issues) across 70 sites and installing systems at new sites. Key Responsibilities

The jobholder will be responsible for performing the following duties:

Developing the value proposition and engagement plan for schools;
Understanding the landscape of educational institutions in Rwanda and its sub-segments (e.g. private/government sponsored/public), their needs and requirements for school meals, and sizing the corresponding market potential
Working with the relevant AIF team members to develop a value proposition (product, pricing, commercial pitch) adapted to the identified requirements
Building an engagement, sales & distribution plan for AIF products to schools (initially in the Kigali district, with subsequent expansion to the rest of Rwanda)

Jobs at Community Based Sociotherapy Rwanda


The organization Community Based Sociotherapy Rwanda (CBS Rwanda) was established to contribute to the psychosocial well-being of people affected by the Genocide against the Tutsi and to strengthen interpersonal reconciliation and social cohesion at the grass-roots level. The organization originates from the community-based sociotherapy initiative developed in 2005 by the Anglican Church of Rwanda, Byumba Diocese (EAR-D/B), and the 2014-2016 nationwide Community Based Sociotherapy Program.

The community-based sociotherapy approach uses the group as a therapeutic medium in the establishment of trust, the creation of an open environment for discussion and the formation of peer-support structures. The socio-groups facilitate community members to identify, acknowledge, share, and manage together their everyday psychosocial problems related to the recent history of political violence and its aftermath.

CBS would like to recruit a qualified, dynamic and highly motivated candidate of high moral character and professional integrity to fill the position of Finance and Administration Manager.

The Finance and Administration Manager will be part of the senior secretariat team based at CBS head office in Kigali. S/he will be responsible for the overall financial management including administration, budgeting, monitoring and reporting according the financial principles and regulations. The Finance and Administration Manager will report to the Executive Director.

Roles and Responsibilities of the Finance and Administration Manager

Financial duties

  • Propose, develop and implement financial and accounting policies and procedures;
  • Lead the budget monitoring process by maintaining oversight of the Community Based Sociotherapy’s finances, including income and expenditure, balance sheet and cash flow positions;
  • Supervise the protection of the partners’ project assets through internal control procedures, implementing and improving as needed asset inventory systems and implementing fraud policy, identify weaknesses of monitoring mechanisms and address them immediately;
  • Prepare the quarterly financial reports on behalf of the secretariat for the Board of Directors and ensure that accurate financial reports are provided in a timely and correct manner to the donor organization;
  • Review the quarterly plans of the Field Teams, partner organizations and their quarterly financial reports;
  • Facilitate and coordinate internal and external audits and follow up on recommendations;
  • Manage an appropriate accounting system for the project in coordination with the Secretariat Team members;
  • Prepare every payment of the CBS activities at Head Office;
  • Supervise and coach the team of partners’ Accountants;
  • Perform regular field visits and coordinate linking and learning between the partners’ Accountants;
  • Ensure that all bank/cash vouchers are properly issued by the Head Office and partners;
  • Maintain accurate inventory schedule reporting and track any discrepancies;
  • Follow up on the transfer of funds to ensure that funds reach the intended people;
  • Check on monthly cash reconciliation. Do the cash spot check;
  • Check whether supporting documents such as: requisitions, invoices, and other supporting documents are available and comply with financial policy;
  • Review vendor invoices for accuracy and completeness to ensure compliance before making payment/reimbursement.


Administrative duties:

  • Update internal administrative systems by making the analyses of Rwanda’s country administrative and legal context and organize the staff’s administrative management regarding the legal and administrative framework;
  • Liaise closely with legal advisors to ensure adherence with Rwandan laws, in particular labor laws;
  • Ensure the smooth running of the CBS by making sure that the legal and administrative systems are adhered to by partners;
  • Supervise the administration of premises to ensure efficiency, cost-effectiveness and timeliness of operations and services;
  • Set up the recruitment procedures in cooperation with the secretariat and establish contracts for the staff members;
  • Prepare the medical coverage policy for the newly hired staff;
  • Ensure the management of payroll and payroll‐related recording of staff working in CBS and advising in drafting new contracts for staff and subcontractors;
  • Assist and negotiate contracts with vendors and service providers to ensure cost-effective services and of quality and timely service;
  • Develop and update tools and templates to ensure donor requirements are being adhered to and ensure staffs are trained in their usage.


Profile of the candidate

  • Bachelor degree in accounting with Master’s degree in relevant field like Finance, Accounting, Business Administration or Economics;
  • At least 5 years of experience in financial and grant management, including budget preparation, monitoring, control and reporting, international donor compliance, resource management, preferably within a Non-Governmental Organization;
  • Demonstrable experience in heading a financial team;
  • Proven knowledge of Rwandan labor laws including administrative and legal procedures and policies;
  • Experience in establishing contracts for staff members, external consultants, memorandum of understanding with donors and partner organizations;
  • Ability to write clear and well-argued financial assessments;
  • Demonstrable experience in executing internal financial audits;
  • Experience with preparing and facilitating financial trainings for staff members;
  • An honest, reliable and very accurate person;
  • Excellent communication and organizational skills;
  • Fluent English and Kinyarwanda both verbal and written. The knowledge of French is an added advantage. Experience in developing resource mobilization strategies;
  • Experience in using accounting software like Sage, Tompro and preferably QuickBooks.

Terms of Employment

This is a full-time position. The Finance and Administration Manager is based at the Head Office in Kigali with regular travels to the field offices.

ActionAid Rwanda – Fundraising Intern For 6 Month


The Head of Fundraising is set to go on Maternity leave starting from End of April to End of August, in the maternity period; the role will be covered by an internal staff, which will need extra support in the fundraising department in the capacity of Fundraising Officer. The recruited Intern will be placed as a fundraising officer reporting to the Maternity cover.

ActionAid International Rwanda is advancing its MDP (Membership development process) and this requires strengthen its capacity to raise funds for sustainability. AAR has just finalized writing its 2nd strategy paper which will be launched this March 2018.

AAR has developed different documents and strategies (Resource mobilization strategy, Donor Scoping surveys, and Donor Engagement plans) and these will need to be updated with the new strategy. The Intern will support in the mentioned processes and In addition the person will temporarily fill the gap existing in AAR during the period the Head of fundraising is on maternity leave

II.    Purpose

  • The primary purpose of the internship is to equip of young professional with the relevant skills and capacities that allows them to be future leaders and policy influencers and can lead organizations such as Actionaid International Rwanda.
  • The person will be placed in Fundraising and Programs and will be under the direct guidance of the Acting Head of Fundraising.
  • Specifically, among others, during the internship, the intern will focus on:
  • Support in the review of the resource mobilisation strategy that ensures delivery and greatest impact on mission guided by the CSP
  • Support in the process of updating the donor scoping according to the new CSP happening this year and as part of this we will come up with PoPs ( program operations plans) and funding plans for the remaining term of CSP
  • Support in identify funding gaps and strategies to filling in the gaps
  • Support the acting Head Of Fundraising in the process of ensuring smooth start of 2 new projects – UKAID project and Amplify Change project
  • Support in Concept note development
  • Support in Proposal development


III.    Duration of internship
The internship duration will be for six months from April to September 2018

IV.    Output

  • An internship report that is inclusive of a general appreciation of the period indication what achievements have been made and recommended areas of improvements will be delivered to Actionaid at the end of the internship.

BASIC FUNCTION OF POSITION:

Performs journeyman level plumbing installation, preventive and routine maintenance, and routine and urgent repairs on plumbing components and equipment in GO and STL office and residential properties. PRIMARY PURPOSE
Key responsibilities:

  • Conduct laboratory exams according to Rwandan Ministry of Health protocols and guidelines

ARC islooking for qualified, self-driven and committed individual - in the position of Dentists (2), based in the ARC-run Nyabiheke and Gihembe Health facilities, in the respective refugee camps.

PRIMARY PURPOSE

  • Key responsibilities:
  • Provide dental treatment to patients, consult with extra attention on services or doses.
  • Refer patients to additional dental services or treatment if required.
  • Provide follow up with the patients that he/she has consulted to ensure good reception and proper treatment.
  • Report to the head Nurse any quality care issues that may require corrective action.
  • Provide instruction in Oral hygiene and methods of preventing the spread of oral diseases.
  • Provide information, Education and Communication (IEC) on oral hygiene and methods of prevention to the beneficiaries.
  • Fill client file and register book for each patient who comes in for consultation.
  • Interview patients to obtain information which will guide diagnosis with/through physical examination of the patient while in consultation.
  • Support in maintenance of medical materials and equipment.
  • Coordinate with other health staff on self-assessment of clinical skills and challenges.
  • Perform record keeping procedures when registering patients according to health center protocols.


Minimum qualifications:

  • A Medical Doctor from a recognized university with full registration and current practicing license with relevant professional body (Rwanda Medical Council) as a Dentist.
  • Full registration and current practicing license with relevant professional body. (Rwanda Allied Health Professions Council) is required.
  • At least 3 years working experience serving as a dentist in a low-resource, fast paced setting, working with vulnerable/displaced persons.
  • Experience in capacity building of health staff with good leadership qualities.
  • Analytical and organizational skills/experience with health data.
  • Demonstrated knowledge of health information systems and primary health care concepts including Rwandan MOH protocols and guidelines.
  • Strong report writing skills with proven organizational/Multitasking skills.
  • Computer knowledge is an added advantage.
  • Oral/writing skills in English, French or Kinyarwanda
  • Experience working in protracted refugee situation and/or previous experience in Rwanda

PRIMARY PURPOSE
Key responsibilities:

  • Work with clinical health staff to ensure that program and health data collected is complete, accurate and upto date at all times.
  • Assemble the data necessary to complete all required reports in a timely manner.
  • Ensure the timely, accurate and complete data entry of records in the electronic systems as required.
  • Assist with training of clinical staff in data collection procedures.
  • Ensure that all source documents including patient files, registers, reports etc are available during DQA activities.
  • Actively participate in internal and external data quality assessment.
  • Ensure that applications capturing and updating institutional data incorporate edit and validation checks to assure the accuracy, consistency and integrity of Data.
  • Check and correct data inconsistencies, document corrections made to data at any stage of data management.
  • Ensure that personnel are trained in Data entry management and data quality assurance skills.
  • Maintain and update the health related records in the records center and at the clinical service delivery areas to ensure adherence to this SOP.
  • Ensure that active, inactive, perpetual and /or electronic records are accessible to only authorized personnel as per the SOP manual.
  • Ensure that staff at the health center have been trained on the health related records filling and storage system.
  • Provide weekly, monthly, quarterly and annual reports as per internal and MOH guidelines



Minimum qualifications:

  • At least A1 Certificate or diploma in public health, statistics or related health field from a recognized university. Back ground in Nursing is preferred.
  • At least 3 years working experience in data management in a low-resource, fast-paced setting, working with vulnerable people.
  • Demonstrated familiarity with health data management SOPs and Rwanda health management information system.
  • Experience in Rural Health Center/Hospital setting.
  • Excellent organization and administrative skills.
  • Demonstrated report writing and communication skills, with excellent Computer knowledge.

Context:

Core Functions / Responsibilities:

  • Assist in filing and managing Migration Health Department (MHD) library and ensuring documents are filed in systematic order with ease for retrieval.
  • Prepare correspondence to respond to enquiries in respect to relevant matters of the MHAC.
  • Assist the Head of MHAC administratively in establishing, regulating and maintaining health assessment activities at the MHAC Rwanda
  • Serve as the focal point for IOM Rwanda Medical Department for procurement and stock requisition of office supplies and equipment as well as maintaining inventory of the same.
  • Coordinate MHAC refurbishment, regular maintenance and security-related issues with other relevant units in the mission.
  • Serve as a custodian of all Medical related agreements/service contracts in coordination with procurement unit.
  • Assist in preparing Purchase requisition forms, payment summaries and payment requests for medical service provider invoices in close coordination with the senior nurse before approval by Head of MHAC.
  • Liaise with finance unit on payments of various medical service provider invoices.
  • In co-ordination with the finance unit ensure correct allocation of budget lines (WBS) to all medical related expenses, participate in budget making process by collecting relevant statistics required for such a process as well assist in budget/financial monitoring.
  • Assist the Senior Nurse in preparation of Canadian Warrant cost sheets related to health assessments of Canada-bound migrants from Rwanda for timely submission to Operations Department and inclusion on their Canadian warrants
  • In coordination with HR receive and distribute staff contracts, time sheets, and other relevant communications as well as assist in tracking of annual leave (AL) planning in Medical Department, and update the data base of ALs and Duty Travels (TDYs)
  • In coordination with the Senior Nurse and the operations unit assist in logistical preparations and execution for transportation of migrants to and from MHAC.
  • Coordinate with the transport unit of the mission for transportation needs of MHD staff
  • Assist with the coordination of medical staff travel within the country and out of the country.
  • In coordination with the Mission’s office assistant assist with facilitation of accommodation, airport pick up, Entry VISA follow ups for MHD staff on TDY in Rwanda.
  • Perform any other related duties as assigned by the Head of MHAC in Rwanda


Required Qualifications and Experience
Education

  • University degree in Administration Management, finance, Social Sciences or a related field from an accredited academic institution, with two years of relevant professional experience in relevant finance/administration preferably from an international organisation; or
  • Completed High School certificate/diploma from an accredited academic institution, with four years of relevant professional experience


Experience

  • Demonstrated proficiency with Microsoft Office applications, including Excel, PowerPoint, word as well as good knowledge working with databases and online applications

Job Description

Primary Duties of the Purchasing Officer
  •     Execute request for quotations, supplier selection, and purchases for the Rwanda team
